Sensitive Compartmented Information (SCI) Program

Sensitive Compartmented Information (SCI) is highly classified material for specific intelligence methods and sources. It includes information about sensitive collection systems, analytical processes, targeting operations, and data derived from these activities. Access to SCI is restricted to individuals who fulfill strict requirements: they must demonstrate a valid need-to-know, hold a Top Secret clearance issued by Personnel Security (PerSec), and receive authorization from the Department of Commerce’s Intelligence Community granting agency. Additionally, access is contingent upon signing a Nondisclosure Agreement (IC Form 4414).

Storage and Use of SCI

SCI must be stored and accessed exclusively within a Sensitive Compartmented Information Facility (SCIF). These secure facilities are subject to rigorous construction and accreditation standards, distinct from those applied to Controlled Areas. The Department’s Special Security Officer (SSO) is responsible for overseeing SCIF compliance and accreditation.

Processing Visit Access Requests (VARs)

Individuals with SCI access who attend meetings or events must have their Visit Access Requests (VARs) processed by InfoSec Program personnel. Within the Herbert C. Hoover Building (HCHB), the Security Servicing Center manages VARs for Secret and top-secret clearances. For events outside the HCHB, these requests are handled by the relevant operating unit's Client Security Services Division (CSSD) field office.

Role of the Special Security Officer (SSO)

The Department of Commerce’s Special Security Officer (SSO) manages SCI programs, including coordinating Special Access Program (SAP) and SCI mission requirements with requesting operating units.

Special Security Representatives (SSRs) are designated to oversee SCIF operations and compliance. They work closely with the SSO to ensure proper administration and adherence to operational guidelines.
